Anomalous verdict of Literacy & Edu. Deptt:
This with reference to an advertisement appeared in a section of
press inviting applications from fresh graduates for the posts of
senior English teachers (SET). The advertiser is the department of
schools and literacy NWFP. It is ironical that 3 weeks back the
same department had terminated the services of more than 3700 SET
teachers who were appointed on contract basis. The latest
advertisement says that next appoint will also be on contract basis
for a period of 6 months. Instead of re-advertising the same posts,
the department could have extended the contracts of the SET
teachers for further 6 months. But as insiders say, it is the
department of shacks and illiteracy. In this department,
Certificate in Teaching (CT) cadre is waiting for promotion for the
last 15 years. The batches recruited in 1984 and 1984 have not yet
been promoted. A teacher having 24 years of experience in CT cadre
along with the degrees of B.Ed, MA and M.Ed is working in the same
scale for the last 28 years or at least 23 years. His classmate
recruited in 1977, as 2nd lt. is now a Brigadier appointed, as
section officer in 1977 is now an additional secretary, appointed
as junior clerk in 1984 has now been promoted as superintendent. A
teacher of CT cadre is still working in the same position. 3 weeks
back the Government had announced to revive the previous policy of
75% quota for promotion on seniority cum qualification basis and
25% quota for appointment through the NWFP Public Service
Commission. It was a welcome decision. How ever there may be vested
interests and black sheep in the ranks of the ruling coalition who
may have forced the Depart of shocks and illiteracy to undertake a
wasteful and meaningless exercise of canceling and re-advertising
of the same posts with the same terms and conditions. It is a sort
of adhism on the part of the Depth of illiteracy.

Power Crisis
The current power crisis and load shedding is really a � Power
Crisis� in which there is no load shedding for the powerful people.
A brief stroll in Chitral town reveals that even during severe
power break down the houses of high ups of Chitral are exempt
from the drappage of links. Some of them have separate transformers
for convenience and some of them enjoy the connection of separate
links. That is why there is no voice against power shortage and
unscheduled load shedding in the Town. Had the VIPs of the Town
enjoyed or shared the grievances of the general public there would
have been hue and cry against 16-18 hours load shedding in Chitral
Town in 24 hours. Had the VIPs been experiencing the same
hardships, they would have Conveniently pleaded for buying 1 MW
extra power available in Reshun Hydel station of SHYDO to over come
the crisis. But it really power crisis in which there is no Crisis
for Powerful lot.
