District government annual Budget of Rs.3553.059 million for the year 2017-18 presented in the house

District nazim Chitral Maghfirat Shah presented the annual budget of district government for the year 2017-18 here on Tuesday amounting to Rs.3553.059 million which included Rs. 3223.144 million as salary and Rs.151.241 million as non-salary components while development fund amounted to Rs.165.890 million.

Presenting the budget in the house, he said that as per existing criterion, 25 percent of the development budget will be placed on the discretion of the house for further allocation to different sectors on need basis while education sector will get 20 percent and 5 percent each for agriculture, women development and youth.

At the outset of his budget speech, the district Nazim expressed his annoyance over the drastic cut in non-development funds of the district by the provincial government which he said was reduced from Rs.320 million to Rs.120 million and it was nothing less of a joke with the district government.

He reprimanded the provincial government for employing delaying tactics in devolution of powers to the local government as provided in the local government act envisaged before the election.

He said that two public works departments of communication and works (C&W) and public health engineering department were excluded from the list of devolved departments thereby further weakening the district government.

“If the provincial government is not earnest in the local government system, then I advise them to send the elected representatives on packing and run the affairs with the help of patwaris and tehsildars”, he said adding that the district government was quite ‘toothless’ in case of those departments as well which had been devolved to it and all this was due to the inherent flaw in the system.

He said that special measures have been taken to deal with the situation arising of the natural disasters in the form of flash floods, glacial lakes outburst floods and landslide which had paralyzed life across the valley.

Those who spoke about the budget included Rahmat Ghazi, Ghulam Mustafa advocate and Abdul Latif of PTI, Mufti Mahmoodul Hassan and Sher Muhammad of JUI and Muhammad Hussain of PML-N.
