Chairman approved recommendation of prevention Committee NAB

: On the directions of Mr. Qamar Zaman Chaudhry, Chairman National Accountability Bureau (NAB), a Prevention Committee on Public Health Engineering (PHE), W&S, Irrigation, Local Govt and Rural Development Department, Khyber Pakhtunkhwa was constituted in pursuance of Section 33C of National Accountability Ordinance (NAO) 1999, comprising representatives of all stakeholders.

The mandate of the Prevention Committee was to educate and advise public authorities, holders of public office on measures to combat corruption and corrupt practices, examine the laws in force and also rules and regulations, code of conduct relating to PHE, W&S, Irrigation and Local Govt and Rural Development Department, Khyber Pakhtunkhwa.

The Chairman NAB, Mr. Qamar Zaman Chaudry chaired a meeting on July 06, 2015 to review the recommendations of Prevention Committee on PHE, W&S, Irrigation, Local Govt and Rural Development Department Khyber Pakhtunkhwa at NAB headquarters.

DG NAB Khyber Pakhtunkhwa gave presentation on the recommendations of Prevention Committee in the areas i.e. Assets declaration and analysis system, code of Conduct, charter of duties/ responsibilities, establishment of website to make department approachable and public friendly, one window service for public and awareness through display of procedures and rules, recruitment and promotion policies, extensive use of IT for transparency to reduce the gap in rent seeking, revision of schedule rates, enlistment process of contractors, education and training on KPPPRA and Provincial Procurement Rules and adherence, transparency in tendering process, external audit and setting of audit objections, redressal of grievance system, quality control and assurance in projects and standardization of quality procurement as per rules.

The first area in which the Prevention Committee gave its recommendations was about Assets Declaration and Analysis. The committee recommended that all administrative secretaries should issue a certificate at the end of the financial year that officers/ officials have declared their assets.

The second area in which the Prevention Committee gave its recommendations is about Code of Conduct. It was recommended that Chief Secretary to monitor issues of conduct of employees of departments through a sub committee comprising of Secretary Establishment, Secretary Law and concerned secretary on quarterly basis.

The third area in which the Prevention Committee gave its recommendations is about Charter of Duties/Responsibilities. It was recommended that Charter of duties in the shape of Pakhtunkhwa Code is being formulated. The committee recommended expediting the process for early notification of the updated code.

The fourth area in which the Prevention Committee gave its recommendations is about establishment of website to make department approachable and public friendly. It was recommended that all information relevant to the department should be uploaded on the departmental Web Sites in line with Right to Information Act 2014 on regular basis.

The fifth area in which the Prevention Committee gave its recommendations is about one window services for public awareness. It was recommended that PHE, C&W and Irrigation Departments do not have excessive public dealing; however, Local Government Department being the only department that deals with the general public will have one window service delivery system at the District and Tehsil level at first stage and will further extend at Union councils level after six months on the basis of lesson learnt at District and Tehsil levels.

The sixth area in which the Prevention Committee gave its recommendations is about Recruitment and Promotion Policies. It was recommended that posting of officers on own pay scale (OPS) is highly discouraging being contrary to merit and promotion policy. Such appointments leads to undue benefits and hence should be reviewed in the interest of merit and justice. Chief Secretary to ensure that OPS arrangements to be undertaken for senior most employee of the cadre, where needed.


The seventh area in which the Prevention Committee gave its recommendations is about extensive use of IT for transparency to reduce the gap in rent seeking. It was recommended that LAN and WAN system should be introduced within all the four works departments for extensive use of IT and Transparency of the system. It is further recommended that GIS techniques should be introduced for efficient and effective monitoring of works in the field.

The eighth area in which the Prevention Committee gave its recommendations is about revision of scheduled of rates. It was recommended that CSR Cell has been established in Finance Department where item rates are updated and notified on annual basis for all Works Department of the Province. Item rates and their analysis are also uploaded on the website of Finance Department for information of all concerned. It is however recommended that CSR cell should review the drafting standards and specification to accommodate the latest technique and use of relevant machinery in respective items.

The ninth area in which the Prevention Committee gave its recommendations is about enlistment process of contractors. It was recommended that all contractors are initially registered with Pakistan Engineering Council and based on fulfillment of requirement license is issued. The process at Pakistan Engineering Council is broad based. Enlistment process of contractors in concerned Department of KP is more comprehensive and in line with the KPPPRA rules. Therefore, the same should be continued for cross checking and revenue generation for the departments.

The tenth area in which the Prevention Committee gave its recommendations is about education and training on KPPPRA and Provincial Procurement Rules and Adherence. It was recommended that one refresher course annually for officers/officials on Training on Provincial Procurement Rules (KPPPRA Rules) be arranged for better orientation about procurement rules.

The eleventh area in which the Prevention Committee gave its recommendations is about transparency in tendering process. It was recommended that security measures to be taken for safety of data by IT Department and Data on Websites be updated on regular basis.

The twelfth area in which the Prevention Committee gave its recommendations is about Internal & External Audit, the Prevention Committee recommended that concerned Divisional Account Officer (DAO) during pre-audit will be responsible for checking of necessary documents as per codal formalities, in case post audit finds discrepancy in the codal formalities the DAO will equally be accountable for post audit paras along-with concerned Officers/official, every Engineering Department (PHE, C&W, Irrigation & LG&RD) will prepare a checklist in consultation with AG Office which will be followed by DAO for pre-audit, DAO will furnish pre-audit points once and no piece meal observations be raised, payment be ensured to the contractor as per timelines given in the contract agreement and as per present policy bank guarantee or performance bond to be ensured from a firm/contractor quoting below rates upto 10% to engineering estimate.

The thirteenth area in which the Prevention Committee gave its recommendations is about Grievance Redressal System, the Prevention Committee recommended that permanent computerized online complaints lodging system shall be established in each department, a coordination unit comprising of Incharge Chief Minister Complaint Cell and Additional Director NAB KP complaint cell shall be established for mutual assistance and sharing important complaints involving criminal material and monthly review meetings to be held in each Department to analyze the disposal of complaints.

The fourteenth area in which the Prevention Committee gave its recommendations is about Quality Control Assurance in Projects, the Prevention Committee recommended that laboratories for basic material tests at divisional level have already been established in C&W Department. Similar arrangements may be undertaken by Irrigation Department and Water quality Laboratories be established in PHE Department.

The fifteenth area in which the Prevention Committee gave its recommendations is about standardization of quality procurement, the Prevention Committee recommended that standardization of materials and products on the basis of standard specifications is already established at Provincial level. However frequent meetings to be held in order to include new items in standardized list.

After detailed deliberations and input from all stakeholders, Chairman NAB, Mr. Qamar Zaman Chaudry approved the recommendations prepared by the Prevention Committee on Public Health Engineering, W&S, Irrigation, Local Govt and Rural Development Department, Khyber Pakhtunkhwa. The Chairman NAB appreciated the efforts of all members of Prevention Committee headed by DG NAB KP. The recommendations of Prevention Committee on Public Health Engineering, W&S, Irrigation, Local Govt and Rural Development Department, Khyber Pakhtunkhwa will now be sent to Chief Minister KP for implementation.
