Provincial government erecting hurdles in the establishment of university and Hospital in Chitral..DN

CHITRAL; District nazim Chitral came hard on the provincial government for erecting hurdles in the establishment of a university and a 250- bedded hospital in Chitral by the federal government and withholding 37 percent budget of the district council for the last nine months which has virtually paralyzed the district government.

Addressing the session of the zilla council chaired by its convener Maulana Abdul Shakoor here on Tuesday, he regretted that the government in the province was bent upon making the two mega projects of Chitral a failure which the prime minister had announced in September last on the occasion of his visit to the district.

Mr. Shah said that the government was not sincere in transferring powers and financial resources to the local bodies as envisaged and promised in the Local Government Act 2013 while in the present set-up, major chunk of the powers have been vested in bureaucracy reducing the elected representatives subservient to them.

Pointing towards the officers’ gallery of the house, he said that the district heads of even devolved departments in the district did not bother to attend the session and respond to the queries raised by its members and the refractory government officers are emboldened by the cold shoulder given by the province.

Without naming any non-governmental organization, the district nazim said that some of the NGOs working in the district for the last couple of decades have grown too strong to implement their own agenda and now they are dared enough to mould the politics and influence the electoral results of both local and national elections.

“The organizations should respect the district council and refrain from crossing their borders otherwise we will take no time in kicking them out from the district”, said the district charged with anger.

Responding to the flaws in the tendering process of the development works carried by the village councils, he said that no functionary of the local bodies and the contractor can make ducks and drakes of the public money without the connivance of the concerned village nazim and secretary and I will not hesitate from sending both of them behind the bars when their involvement is established.

Responding to the demand of a number of members of the house, he announced to set up a separate market for the women where there entrance of male will be strictly prohibited so that the women going there could be able to feel at home.

Regarding the restoration of the physical infrastructures by the torrential floods in 2015, he said that in the donor’s conference held last month at Islamabad in joint collaboration with Pakistan Poverty Alleviation Fund, the donors have pledged to come to the rescue of the government.

He said that an integrated development project will be launched with the help of the donors which will ensure a comprehensive development process and restoration of the infrastructures devastated by the flood and the earthquake.
