District Nazim demands re-design of CDLD project

By Zahiruddin

CHITRAL: District nazim Chitral Maghfirat Shah has expressed his grave concerns over the serious flaws in the implementation mechanism of community driven local development (CDLD), a multi-billion rupees project funded by the European Union.

In a press statement issued here on Wednesday, he alleged that it was more a paper work than a development project which is designed such that a large chunk of its funds is diverted in non-development and frivolous activities as a result of which no perceptible change will take place as a result of the project.

He said that the EU had financed a large sum of money for the community based development in the districts of Malakand Division but its architects in the provincial government have chalked out a plan which is nothing but sheer wastage of fabulous resources.

Mr. Shah alleged that although the project is to be formally launched and its activities are started, millions of rupees have been paid to the consultants and lavishly used in holding workshops and such like unproductive activities.

He said that the provincial government had decided to divert the funds to the current fiscal year to the rehabilitation of infrastructures hit by the disasters of flash floods and earthquakes in Chitral district but not a single penny has been utilized as yet.

The district nazim warned that the development project will end in fiasco if it is not re-designed as per the aspirations and needs of the people by excluding the consultants and so-called implementing partners.
